The main objective of the NCNA project was to develop an innovative and target-group-oriented model for the assessment, validation and recognition of prior experiences and informal learning of refugees and asylum seekers with a positive perspective to stay in one of the EU member countries. The developed model is based on a learning-outcomes approach and uses EQF/ECVET tools, credits and descriptors. The NCNA model is European, target-group-oriented and holistic.
In detail, the project partnership has delivered the following results and outputs:
IO 1 - NCNA Investigation Study
The NCNA target group is both quite unknown in Europe as well as diverse. Therefore, it was necessary to implement an investigation study related to possible tools and approaches to be used in the NCNA assessment model and to investigate briefly the background of the target group. In addition to a total of 72 members of the direct target group, the research study included a total of 213 experts from the four focus sectors (metal, wood, tourism, construction), labour market experts, representatives from target group associations, and representatives of VET centres.
The NCNA Investigation Study is available as a full study document in English and German and as a summary document in all partner languages.
IO 2 - NCNA Model Handbook
Based on the results of the NCNA Investigation Study, the partnership developed an EQF-/ECVET-based approach for the assessment, validation and recognition of, mainly informally acquired, competences in the sectors of metal, wood, tourism, and construction. The model considers the target group's particular background (e. g. competences mostly acquired through informal learning, diverse cultural backgrounds, lack of language skills, etc.) and takes into account equal access and gender equality. It provides a detailed description of 31 job profiles on EQF 2 and a hands-on assessment method and is best used together with the NCNA PIP Database.

IO 3 - NCNA Labour Market Integration Plan
Another core output of the NCNA project is the NCNA PIP database, featuring a personalised labour market integration plan. This plan takes the form of an individual and personalised account of a person's VET qualifications, and it focusses on her/his perspecitves for a successful integration in the labour market. Amongst others, the plan also considers the development of language skills and social integration dimensions. It provides a 360 degrees' view of a person's current and potential future situation, it can be used as a guidance and counselling document for both the VET/labour market expert as well as the client, and it allows for a step-by-step process of integration for ongoing monitoring. While it can be used as a stand-alone product, the NCNA PIP Database unfolds its full potential when used hand-in-hand with the NCNA Model Handbook.
The database is available in all partner languages; instructions for its use are an integral part of the user interface. It can be installed on an organisation's own server infrastructure and accessed online (optimised for Google Chrome, responsive design for mobile access).
